Find the earlier dates.
Read the description, participation conditions, submission section and amendments. Record site-visit registration, the visit itself, enquiries and final submission separately. A date in a search result is only a starting point.

30 October is the registration deadline, not the visit date. The notice directs suppliers to Schedule 1 for visit dates, locations and registration instructions. Attendance is mandatory for the lots they intend to bid for.
Give each step an owner. Obtain the correct schedule and retain registration and attendance evidence. If a required step has already passed or is unclear, ask through the specified procurement route before spending more time on the response.
Check every site in your lot.
This notice separates the work into four lots: grounds maintenance in Milton Keynes and Dunstable; communal cleaning in Letchworth; mixed grounds maintenance and cleaning in Thetford and Hoveton; and grounds maintenance, communal cleaning and window cleaning in Essex and Ipswich.
Suppliers may bid for any or all lots, but must serve all sites within each awarded lot. Do not assume a nearby site can be selected on its own. Use the relevant Schedule 2 to check locations, work frequencies, access, travel and staffing before choosing a lot.
Being listed as suitable for SMEs does not establish that your business meets the participation conditions. The notice refers suppliers to Schedule 1 and the ProContract evaluation questionnaire for those conditions.
Use the revised pricing documents.
The 23 October amendment says that the total values for lots 2 and 4, and the budget cap for each lot, have changed. Download the current documents from the official portal and record their version before costing the work.
The notice requires prices to stay within the applicable lot and site budget caps in Schedule 4. An estimated contract value displayed on the notice is not a substitute for those caps, an annual fee or expected profit. Check the basis, period and VAT treatment in the pricing schedule.
The published award weights are 60% quality and 40% cost. Meeting a price cap alone does not establish a compliant or competitive bid.
Record a decision and next action.
Use the download to record the source version, intended lot, earlier requirements, full site coverage, pricing documents and unresolved questions. Keep the next action more specific than “work on the bid”: for example, “check Schedule 1 and register the named attendee”.
Clarify while a material requirement remains unresolved. Choose bid after checking eligibility, delivery capacity and pricing, or no bid when a requirement or the economics cannot be met. Keep the evidence and reason beside the decision.
For this example, the notice requires tender responses and supplier communications through ProContract; it says other means will be excluded. Qualbid does not register visits, contact the buyer or submit bids on your behalf.
